In the Illustrated Primer site, Yaacov Apelbaum shares the connections between China and the Director General. By Way of Example, in late January he met with the President Xi of China:
On February 15, 2020, the director-general of the World Health Organisation (WHO), Tedros Adhanom Ghebreyesus, addressed the Munich Security Conference. In his address, he said:

The Director General is currently reporting anything China wants. China has spent millions in Ethiopia, as mentioned above by Apelbaum. This may be in part Tedros has made the following statements concerning the WHO:
Considering that the misinformation concerning the novel coronavirus epidemic, WHO has hauled with a few businesses including Google to make sure that the public will find the authoritative data from the WHO.”
“Travel restrictions [from China] can have the effect of increasing stigma and anxiety, together with little public health benefit.”
“The lockdown of individuals is unprecedented in public history, so it is certainly not a recommendation the WHO has made.”
“The WHO highly appreciates the tremendous efforts China has made to contain the epidemic.”
China and the WHO have a very close relationship.
